NOTICE:          BARTLETT/INTERVALE SNOW PLOW OPERATORS

                        RSA: 236:21

236:21 Covering Fire Hydrant; Penalty – Any person who shall purposely or knowingly put or place or cause to be put or placed any snow, ice or other debris which covers a fire hydrant so as to make it inaccessible for immediate use in the event of a fire, shall be guilty of a misdemeanor. For the purpose of this section “person” excludes agents of the state or any political subdivision engaged in the operation of snow removal from the traveled portion of any class of highway or the adjacent sidewalk.

                  COLD WEATHER IS HERE

Please make sure adequate heat is maintained in areas of your property that contain the water service entrance, meters, and plumbing. If the property is not going to be occupied and mechanical systems do not require water it is advised to shut the water off at the water meter location. This could prevent serious flooding in the event of a freeze and thaw condition.

The inhabitants of the District/Precinct of Lower Bartlett Water in the state of New Hampshire qualified to vote in District/Precinct affairs are hereby notified that the Annual District/Precinct Meeting will be held as follows:

Article 01

Precinct Officers

To see if the Precinct will vote to choose the following Precinct officers: Moderator, Clerk, Treasurer, and Deputy Treasurer for one (1) year terms and a Commissioner for a three (3) year term.

 

Article 02

Municipal Facilities

To see if the Precinct will vote to raise and appropriate the sum of Two Hundred Thousand Dollars ($200,000.00) for capital expenditures to acquire and develop new municipal facilities for administrative offices and operations/maintenance facilities (collectively, "Municipal Facilities") to include all costs associated with the acquisition, renovation and/or construction of buildings for such Municipal Facilities, and in connection therewith to authorize the issuance of not more than $200,000 of bonds or notes of the Precinct under and in compliance with the provisions of the New Hampshire Municipal Finance Act RSA Chapter 33:1 et seq., as amended, and all applicable statutory authority, to authorize the Board of Commissioners to issue and negotiate such bonds or notes, to determine the rate of interest thereon and the maturity and other terms and conditions thereof and to pass any other vote relative thereto and to authorize the Commissioners to apply for, accept and expend such additional sums and grants as may become available for this purpose from Federal, State and other sources, it being contemplated that the overall bonding authority will not lapse until the project for the Municipal Facilities is completed.

Article 03

Water Operation Service Vehicle

To see if the Precinct will vote to raise and appropriate the sum of Forty-Eight Thousand Dollars ($48,000.00)  for capital expenditures to include all costs associated with the purchase and equipping of one water operation service vehicle, and in connection therewith to authorize the issuance of not more than $48,000 of bonds or notes of the Precinct under and in compliance with the provisions of the New Hampshire Municipal Finance Act RSA Chapter 33:1 et seq., as amended, and all applicable statutory authority, to authorize the Board of Commissioners to issue and negotiate such bonds or notes, to determine the rate of interest thereon and the maturity and other terms and conditions thereof and to pass any other vote relative thereto and to authorize the Commissioners to apply for, accept and expend such additional sums and grants as may become available for this purpose from Federal, State and other sources.

General Operations (Executive & Admin)

To see if the Precinct will vote to raise and appropriate the sum of Three Hundred Forty-Three Thousand Ninety-Seven Dollars ($343,097) for general government operations for the ensuing year to include: executive, office, administration, office expenses, legal and professional services, insurance and miscellaneous general government expenses.

Article 05

Water Distribution and Treatment

To see if the Precinct will vote to raise and appropriate the sum of Three Hundred Sixty-Nine Thousand Four Hundred Fifty-Six ($369,456) for water distribution and treatment for the ensuing year to include: general operations, electricity, telecommunications, treatment chemicals, supplies, tools, propane, maintenance, repair and materials.

Article 06

Principal & Interest on Loans

To see if the Precinct will vote to raise and appropriate the sum of Five Hundred Seventy-Eight Thousand Eight Hundred Eight Dollars ($578,808) for payments of principal and interest on any Precinct bonds or notes.

Article 07

Discontinue Non-Capital Reserve Fund

To see if the Precinct will vote to discontinue the existing "Lower Bartlett Water Precinct System Repairs Non-Capital Reserve Fund" established on April 26, 2012, pursuant to the provisions of RSA Chapter 35:16-a.  Said funds with accumulated interest to be transferred to the Precinct's general fund.

Article 08

Establish Capital Reserve Fund

To see if the Precinct will vote to establish a capital reserve fund, pursuant to the provisions of RSA Chapter 35:1, for the purpose of acquisition, development, construction and/or future debt service payments of new municipal facilities for administrative offices and operations/maintenance facilities (collectively "Municipal Facilities"), said fund to be named the "Lower Bartlett Water Precinct Municipal Facilities Capital Reserve Fund", and to raise and appropriate the sum of Two Hundred Thousand Dollars ($200,000.00) to be placed in the fund with said funds to come from the precinct's unreserved fund balance. Furthermore, to designate the Board of Commissioners as agent to expend such funds.

Article 09

Establish Capital Reserve - Service Vehicles & Equipment

To see if the Precinct will vote to establish a capital reserve fund, pursuant to the provisions of RSA Chapter 35:1, for the purpose of purchasing and/or future debt service payments for service vehicles and equipment for the operation of the Precinct's water system operations, said fund to be named the "Lower Bartlett Water Precinct Vehicle and Equipment Capital Reserve Fund", and to raise and appropriate the sum of One Hundred Thousand Dollars ($100,000.00) to be placed in the fund with said funds to come from the precinct's unreserved fund balance. Furthermore, to designate the Board of Commissioners as agent to expend such funds.

Article 10

Establish Non-Capital Reserve - Distribution System

To see if the Precinct will vote to establish a non-capital reserve fund, pursuant to the provisions of RSA Chapter 35:1-c, for improvements to and repairs and replacements of water mains, distribution pipes, pumps, tanks, meters and components and equipment comprising the Precinct's water distribution system, said fund to be named the "Lower Bartlett Water Precinct Water System Non- Capital Reserve Fund", and to raise and appropriate the sum of One Hundred Ninety-Four Thousand One Hundred Six Dollars ($194,106) to be placed in the fund with said funds to come from the precinct's unreserved fund balance. Furthermore, to designate the Board of Commissioners as agent to expend such funds.

Article 11

Non-Capital Reserve Fund

To see if the Precinct will vote to raise and appropriate the sum of Seventy-Eight Thousand Six Hundred Dollars ($78,600.00) to be added to the "Lower Bartlett Water Precinct Water System Non- Capital Reserve Fund" previously established.

Precinct Vehicle & Equipment Capital Reserve Fund

To see if the Precinct will vote to raise and appropriate the sum of Eighteen Thousand Seven Hundred Fifty Dollars ($18,750.00) to be added to the "Lower Bartlett Water Precinct Vehicle and Equipment Capital Reserve Fund" previously established.

Article 13

LBWP Capital Projects Reserve Fund

To see if the Precinct will vote to raise and appropriate to the sum of Fifteen Thousand One Hundred Ninety Dollars ($15,190.00) to be added to the "Lower Bartlett Water Precinct Capital Projects Reserve Fund" previously established with Five Thousand One Hundred Ninety Dollars ($5,190.00) to come from unassigned fund balance and the remaining Ten Thousand Dollars ($10,000.00) to come from general taxation.

Article 14

Accept Grants and Loans

Shall the village district accept the provisions of RSA 31:95-b providing that any village district at an annual meeting may adopt an article authorizing indefinitely, until specific rescission of such authority, the commissioners to apply for, accept and expend, without further action by the village district meeting, unanticipated money from a state, federal, or other governmental unit or a private source which becomes available during the fiscal year?
