THE OFFICE OF THE LOWER BARTLETT WATER PRECINCT HAS MOVED TO A NEW LOCATION. THE NEW ADDRESS IS 34 ROUTE 302, GLEN, N.H. IT IS LOCATED IN THE FORMER GRANT HOUSE WHICH IS THE GRAY BUILDING ACROSS FROM THE RED PARKA PUB. THE PHONE NUMBER HAS REMAINED THE SAME 356-6738, FAX NUMBER IS 383-7182. IF YOU HAVE ANY QUESTIONS PLEASE DO NOT HESITATE TO CALL.

GARY CHANDLER IS NOW THE SUPERINTENDENT OF THE PRECINCT.  PRECINCT CUSTOMERS CAN EXPECT TO RECEIVE THE SAME TYPE OF PROFESSIONAL SERVICE  AS THEY HAVE IN THE PAST.

 

 


 

NOTICE:          BARTLETT/INTERVALE SNOW PLOW OPERATORS

                        RSA: 236:21

236:21 Covering Fire Hydrant; Penalty – Any person who shall purposely or knowingly put or place or cause to be put or placed any snow, ice or other debris which covers a fire hydrant so as to make it inaccessible for immediate use in the event of a fire, shall be guilty of a misdemeanor. For the purpose of this section “person” excludes agents of the state of any political subdivision engaged in the operation of snow removal from the traveled portion of any class of highway or the adjacent sidewalk.

                  COLD WEATHER IS HERE

Please make sure adequate heat is maintained in areas of your property that contain the water service entrance, meters, and plumbing. If the property is not going to be occupied and mechanical systems do not require water it is advised to shut the water off at the water meter location. This could prevent serious flooding in the event of a freeze and thaw condition.

 

 

 

WARRANT FOR THE 2017 ANNUAL MEETING

OF

LOWER BARTLETT WATER PRECINCT

 

THE STATE OF NEW HAMPSHIRE

 

TO THE INHABITANTS OF THE LOWER BARTLETT WATER PRECINCT, IN THE TOWN OF BARTLETT, IN THE COUNTY OF CARROLL, IN THE SAID STATE, QUALIFIED TO VOTE IN PRECINCT AFFAIRS:

YOU ARE HEREBY NOTIFIED TO MEET AT THE BARTLETT TOWN HALL, TOWN HALL ROAD, INTERVALE, and TOWN OF BARTLETT ON TUESDAY APRIL 4, 2017, AT 7:00 P.M. TO ACT ON THE FOLLOWING ARTICLES:

 

 

 

 

ARTICLE 1        To see if the Precinct will vote to choose the following Precinct officers: Moderator, Clerk, Treasurer, and Deputy Treasurer for one (1) year terms and a Commissioner for a three (3) year term.

 

 

 

ARTICLE 2        To see if the Precinct will vote to raise and appropriate an amount up to the sum of Five Million One Hundred Seventy-One Thousand One Hundred Eighty-Two Dollars ($5,171,182.00) for capital expenditures to improve and extend the Precinct’s waterworks system within the Precinct and/ or franchise areas, to include water main extensions, water storage tanks, pumps and pump houses and acquisition of easements, land, and improvements to provide service to community and municipal water systems and other properties on Route 302 westerly to the Bartlett Village Water Precinct, Rolling Ridge area, and to other community systems (the “2017 Waterworks Improvement/Extension Project”); and in connection therewith to authorize the issuance of bonds or notes of the Precinct under and in compliance with the provisions of the New Hampshire Municipal Finance Act (RSA Chapter 33:1 et seq, as amended) and all other applicable statutory authority, to authorize the Board of Commissioners to issue and negotiate such bonds or notes, to determine the rate of interest thereon and the maturity and other terms and conditions thereof, and to pass any other vote relative thereto, to authorize the Board of Commissioners to apply for and accept grants from the United States Department of Agriculture Rural Development in an amount up to the total cost of the 2017 Waterworks Improvement/Extension Project, and further to authorize the Board of Commissioners to apply for, accept and expend such additional sums and funds as may become available from federal, state or other sources, including grants from the Interconnection or Groundwater Trust Fund administered by NHDES, it being contemplated that the overall bonding authority will not lapse until the project is completed.

ARTICLE 3        To see if the Precinct will vote to raise and appropriate the sum of Four Hundred Thousand Dollars ($400,000.00) for capital expenditures to acquire and develop new municipal facilities for administrative offices and operation/maintenance facilities (collectively, “Municipal Facilities”) to include all costs associated with the (a) the acquisition of land and (b) the acquisition, renovation and/or construction of buildings for such Municipal Facilities, and in connection therewith to authorize the issuance of not more than $400,000 of bonds or notes of the Precinct under and in compliance with the provisions of the New Hampshire Municipal Finance Act RSA Chapter 33:1 et seq., as amended, and all applicable statutory authority, to authorize the Board of Commissioners to issue and negotiate such bonds or notes, to determine the rate of interest thereon and the maturity and other terms and conditions thereof and to pass any other vote relative thereto and to authorize the Commissioners to apply for, accept and expend such additional sums and grants as may become available for this purpose from Federal, State and other sources, it being contemplated that the overall bonding authority will not lapse until the project is completed.

ARTICLE 4        To see if the Precinct will vote to raise and appropriate the sum of Two Hundred Eighteen Thousand Seven Hundred Seventy-One ($218,771.00) for general government operations for the ensuing year to include: executive, office, administration, office expenses, legal and professional services, insurance and miscellaneous general government expenses.

ARTICLE 5        To see if the Precinct will vote to raise and appropriate the sum of Three Hundred Fifty-Nine Thousand Five  Hundred Seventy-Four Dollars and Ten Cents ($359,574.10) for water distribution and treatment for the ensuing year to include: general operations, electricity, telecommunications, treatment chemicals, supplies, tools, propane, maintenance, repair and materials.

ARTICLE 6        To see if the Precinct will vote to raise and appropriate the sum of Six Hundred Fourteen Thousand Five Hundred Forty-Two Dollars and Twenty-Six Cents ($614,542.26) for payments of principal and interest on any Precinct bonds or notes.

 

 

(The Board of Commissioners recommends this appropriation.)

ARTICLE 7        To see if the Precinct will vote to raise and appropriate the sum of Ninety-Seven Thousand Three Hundred Fifty Dollars ($97,350.00) to be added to the “Lower Bartlett Water Precinct System Repairs Non-Capital Reserve Fund” previously established.

ARTICLE 8        To see if the Precinct will vote to raise and appropriate to the sum of Twelve Thousand Six  Hundred and Forty  Dollars ($12,640.00) to be added to the “Lower Bartlett Water Precinct Capital Projects Reserve Fund” previously established with Two Thousand Dollars Six Hundred Forty Dollars ($2,640.00) to come from unassigned fund balance and the remaining Ten Thousand Dollars ($10,000.00) to come from general taxation.

ARTICLE 9        To see if the Precinct will authorize the Board of Commissioners to apply for, accept and expend such additional sums, grants and loans as may become available from federal, state or other sources, (a) to assist in the financing of authorized Waterworks Improvements Projects, (b) for emergency purposes, and (c) for interconnections of community water systems.
